Provide onsite construction observation, communication and coordination in a Construction Project Management role.  Observing and reporting of the Design-Build General Contractors progress and adherence to the project schedule.  Communication and coordination with owner’s contractors, vendors, and the State’s inspectors.  Experience required: Owner’s representative role overseeing Design-Build project delivery, relevant project size $200M and hi-rise (10 stories).  Project located downtown Sacramento and is two year assignment.

Working with the Project Construction Management Team, the CM will be housed in an office at the Project site adequate to provide the work outlined herein. At a minimum, a full time, construction project manager and administrative staff shall be provided at the project office and dedicated solely to the Project. Contractor is required to provide a fully authorized onsite representative during the construction and activation of the facility. The CM will be the party to whom requests for information, submittals, contractor schedules, change order requests, and payment requests will be submitted.

This position must demonstrate strong leadership, organizational and time management skills, as well as have strong communication and client service skills. 

Major Duties & Responsibilities
  • Document Control: The Contractor shall continue to provide a real time web-based document management system as identified in the Project Definition Phase of the Prime Agreement.
  • Project Management Plan: At the beginning of the Design-Build Phase, perform a detailed review of the current version of the PMP and the Design-Builder's management plan(s). Submit to the State any changes or revisions to the Project Management Plan with regard to (1) organization, (2) schedule, (3) budgetary control, (4) communications; and, (5) Design-Build Phase procedures which the Contractor recommends at that time.  Make any revisions or corrections.
  • Develop and maintain site logistics plan, and coordination of temporary offices and equipment, with project team
  • Performance Criteria Compliance and Design Review: Review the Design-Builder's design for compliance with the Request for Proposal, design guidelines, performance criteria, and codes; review the design for constructability, coordination of the constituent parts, operations and construction phasing; and report any discrepancies. The State acknowledges that responsibility for' any deficiencies in design work shall reside with the person or entity performing such design work, irrespective of Contractor's review and evaluation of same.
  • Administration: Assist the State's inspectors, and provide coordination between the State, the Master Architect, the Design-Builder and other project entities.
  • Observation: Provide onsite construction observation and reporting; prepare daily field notes; endeavor to confirm the project/building systems are installed in accordance with the intent of the Request for Proposal, design guidelines, performance criteria, codes, sustainable design, energy efficiency and LEED requirements; document all building components identified as contract discrepancies, potential change orders or problems; and provide recommendations for corrective actions. The field notes shall be summarized into monthly reports and submitted to the State no later than the week following the report period, The State will provide full time inspection.

  • Maintain good relationships with Owner’s representatives, project stakeholders, and neighbors to the project, the Design-Build Contractor, inspectors and consultants.
  • Assist in the coordination and observation of testing and inspections
  • Review and recommend approval of DB Contractor Payment Applications
  • Monitor DB subcontractor bidding
  • Verify DB has secured required building permits, bonds, insurance, labor affidavits, waivers
  • Report and monitor DVBE and SBE participation
  • Receive and review DB's certified payrolls for proper wage rates and manpower
  • Safety Program by DB:  Assist for guidance only in identifying appropriate elements
  • Coordinate the OCIP and the OCIP Safety representatives work with the Design-Builder and other Project team members. Report on safety hazards or violations.
  • Monitor DB's work for compliance with the contract documents
  • Prepare reports
  • Facilitate  & document meetings: Kick-off; Progress Meetings; Owner and Misc. Meetings
  • Coordinate Partnering sessions
  • Project documentation
  • Process shop drawings & submittals
  • Notices and correspondence
  • Receive, review, distribute, track and monitor: RFCs, PCOs, CORs, COs,
  • Review claim documentation and prepare a report 
  • Payment applications:  Receive and coordinate reviews
  • QA, Commissioning, move coordination
  • Project closeout activities
