Provide onsite construction support and coordination in a PMCM Owner’s representative role. Observing and reporting of the Design-Build General Contractors progress and adherence to the project schedule.  Communication and coordination with owner’s contractors, stakeholders, vendors, and the State’s inspectors. This role must demonstrate leadership, organizational and time management skills, as well as have strong communication and client service skills.

Major Duties & Responsibilities  

  • Inspect Mechanical/Electrical/Systems delivered materials, Mechanical/Electrical/Systems equipment and Mechanical/Electrical/Systems field installations for compliance with Contract Documents and approved submittals.
  • Perform Mechanical/Electrical/Systems quality inspections continuously during construction.
  • Issue Mechanical/Electrical/Systems deviation tickets to enforce quality whenever appropriate.
  • Become familiar with Mechanical/Electrical/Systems Quality Management Plan/Strategy and expectations as established by SSCC Engineering staff.
  • Include Mechanical/Electrical/Systems Quality issues in meeting discussions, daily verbal and/or written communications with Subcontractors.
  • Enforce Mechanical/Electrical/Systems permit related quality requirements/expectations.
  • Identify all Mechanical/Electrical/Systems field testing required to be performed by Subcontractors and witnessed by SSCC.  Witness and sign-off tests conducted by Mechanical/Mechanical/Electrical/Systems Subcontractors.  Maintain files for all Mechanical/Mechanical/Electrical/Systems testing and report deviations/corrective measure status.
  • Plan Mechanical/Electrical/Systems work activities in advance to ensure same are performed on or ahead of required schedule dates.
  • Provide all necessary Mechanical/Electrical/Systems trade-related coordination efforts as required to successfully manage the construction effort (trade to trade/SSCC-trade/ A/E -trade-SSCC, Mechanical/Electrical/Systems-G/C coordination, etc.).
  • Answer Mechanical/Electrical/Systems Subcontractor field inquiries.  Initiate inquiries to A/E and/or SSCC Engineering Staff pertaining to Contract Documents whenever necessary.  Document questions/answers whenever appropriate (RFI initiation/confirmation RFI’s).
  • Issue Field Directives to Mechanical/Electrical/Systems Subcontractors.
  • Interface with A/E site personnel and Owner representatives routinely.

Duties & Responsibilities Specific to the Project

  • Prepare and review project management plan to include detailed review of the current version of the PMP and the Design-Builder's management plan(s), making revisions and corrections to submit to the State with regard to (1) organization, (2) schedule, (3) budgetary control, (4) communications; and, (5) Design-Build Phase;
  • Develop and maintain site logistics plan, and coordination of temporary offices and equipment, with project team;
  • Review the Design-Builder's design for compliance with the Request for Proposal, design guidelines, performance criteria, and codes; review the design for constructability, coordination of the constituent parts, operations and construction phasing; and report any discrepancies;
  • Assist the State's inspectors, and provide coordination between the State, the Master Architect, the Design-Builder and other project entities;
  • Provide onsite construction observation and reporting and confirm the project/building systems are installed in accordance with the intent of the Request for Proposal, design guidelines, performance criteria, codes, sustainable design, energy efficiency and LEED requirements;
  • Oversee documents of all building components identified as contract discrepancies, potential change orders or problems; and provide recommendations for corrective actions;
  • Maintain project documentation and field notes to be summarized into reports and submitted to the State;
  • Maintain good relationships with Owner’s representatives, project stakeholders, and neighbors to the project, the Design-Build Contractor, inspectors and consultants, coordinating partnering sessions;
  • Assist in the coordination and observation of testing and inspections;
  • Review and recommend approval of DB Contractor Payment Applications;
  • Monitor DB subcontractor bidding;
  • Verify DB has secured required building permits, bonds, insurance, labor affidavits, waivers;
  • Report and monitor DVBE and SBE participation;
  • Receive and review DB's certified payrolls for proper wage rates and manpower;
  • Coordinate the OCIP and the OCIP Safety representatives work with the Design-Builder and other Project team members, reporting on safety hazards or violations;
  • Monitor DB's work for compliance with the contract documents;
  • Process shop drawings & submittals;
  • Notices and correspondence;
  • Receive, review, distribute, track and monitor: RFCs, PCOs, CORs, COs;
  • Review claim documentation and prepare a report;
  • QA, Commissioning, move coordination;
  • Project closeout activities.
